Businessman Suleiman Shabaal, who will be facing off Nassir for the ODM ticket was second with 18 per cent.
Former Mombasa Senator Hassan Omar, who is contesting on a UDA party ticket, had 5 per cent.
Kisauni MP and Wiper Party flagbearer Ali Mbogo had 4 per cent.
The survey which collected views from 2400 respondents indicated that 21 per cent of those who took part in the poll are still undecided.
Azimio La Umoja coalition led by ODM leader Raila Odinga is the most preferred coalition in Mombasa county with 51% support while Kenya Kwanza Alliance led by deputy president William Ruto came in second with 23 per cent.
One Kenya Alliance enjoys support from 3 percent of the respondents.
The poll showed that the ODM is the most preferred party with 46 percent
Ruto's UDA party is second with 24 per cent while Jubilee was third with 2 per cent.
In the Presidential contest, Raila maintained a clear lead with 52% of the respondents rooting for his bid.
Ruto came in second with 29 per cent of the respondents supporting him.
The survey further indicated that Raila remains the most influential leader in Mombasa followed by President Uhuru Kenyatta and Mombasa Governor Ali Hassan Joho.
Ruto came in fourth as the most influential leader.
