City Hall has been accused of failing to implement various bills passed by the Nairobi County Assembly even after being signed into law.
This is after MCAs raised concerns over the “laidback attitude” adopted by the county executive towards bills approved by the assembly, some dating as back as 2013.
Consequently, the ward representatives have given the 10 Nairobi CECs up to mid next month, at the expiry of 90 days ultimatum, to develop regulations that will ensure effective operationalisation of all County Acts.
In a motion by Kayole Central MCA Jeremiah Themendu, the MCAs said City Hall is yet to operationalise 19 County Acts and without the regulations in place, he added that effective implementation of the Acts will remain a mirage.
Mr Themendu said that even county CECs are yet to submit any policy for the last three years for approval.
“Consequently, this assembly resolves that the CECS will be required to promptly initiate the development of such regulations and submit the same to the Assembly within 90 days, from the day of the approval of the motion,” resolved the assembly.
The pending 19 Acts passed by the assembly include Nairobi City County Inspectorate Act, 2017; the Nairobi City County Children Care Facility Act, 2017; the Nairobi City County Sports Management Act, 2017; the Nairobi City County Heritage Act, 2017 and the Nairobi City County Office of the County Attorney Act, 2017.
